Mandate The Committee is specialized in studying, commenting on and making decisions to be submitted to the Chambers on policies and all aspects relating to the financial and economic affairs of the Kingdom. This includes involvement in major trade negotiations, regional and bilateral agreements, trade policies, budgetary issues and recommendations of related legislation in coordination with the other appropriate committees within Parliament.
Membership The Committee is composed of eight members. Under the Standing Orders, it is mandatory for each member to nominate himself/herself for one of the five standing committees at the beginning of each new legislative term, while the Chairperson and deputy are elected by committee members.
Working methods All issues raised in Committee meetings are placed on the agenda of the meeting. Committee meetings are closed to members of the Committee and those concerned invited by the Committee. MPs of other committees may attend these meetings with no debating or voting rights. The committees have the right to summon officials and hold hearings. Decisions are passed to the chambers for approval and the appropriate body within the Parliament for implementation of motions. Government is the main source of information on official international trade matters, including negotiations under the auspices of WTO. Under the Standing Orders, the Committee may issue public reports and other documents without any restrictions whatsoever.
Relations with other parliamentary bodies The Committee may refer issues to another committee for consultation, its specialized opinion and additional information in accordance with the procedures set forth in the Standing Orders, especially on legal issues or those related to international conventions and treaties.
Relations with external bodies The Committee meets with Government officials on a regular basis and both parties enjoy good relation and cooperate closely. The Committee also maintains formal and informal discussions with civil society on issues of national importance and proposed legislations. MPs do not normally participate in official delegations, including the ministerial conferences of the WTO. However, MPs attend the parliamentary meetings held on the occasion of the yearly WTO ministerial conference.
Subjects dealt with Committee members were extensively involved in the preparatory meetings held on the free trade agreement between the Kingdom of Bahrain and the USA.
